Why does wash-water recovery matter in Dallas?

Under the federal Clean Water Act, wash water from mobile cleaning is a pollutant discharge that cannot legally enter a storm drain — the EPA’s NPDES program treats it exactly that way, and the TCEQ carries the framework statewide. What’s the difference between power washing and pressure washing?
